I have seen a couple of commercials for the beef quesadilia from Taco Bell. It is only $1.29 so it is very tempting.

White rice (add butter or hot sauce or whatever you have lying around)
Corn (Creamed or Kernel)

Cost- under $2

Top Ramen and Propel (if you already have some) or water

Cost- under $1
